THERAPEUTICE USE EXEMPTIONs (TUEs): Tapena

As a Samoan athlete, upholding the value of fa'aaloalo (respect) means protecting your health and ensuring fair competition. If you need to use a medication or method on the Prohibited List to treat a medical condition, a Therapeutic Use Exemption (TUE) can help.


What is a TUE?

A TUE allows you to use a prohibited substance or method for therapeutic purposes only. The TUE Committee (TUEC) reviews applications and grants them if specific criteria are met.


When do you need a TUE?

Check the Prohibited List and consult your doctor if you need medication or a method listed. Inform your doctor you're an athlete subject to doping control, and they should check the Prohibited List before prescribing anything. If the medication/method is prohibited, explore alternative options. If no alternatives exist, apply for a TUE.


How to apply:

  1. Determine your level:

  • International-Level Athlete: Submit your TUE application to your International Federation (IF). They are responsible for accepting, granting, or refusing TUEs.

Major Events: Consult the Major Events Organization (MEO) for their TUE process and if your existing TUE is recognized. MEO-granted TUEs are valid only during the event.
  • National-Level Athlete: Apply to SMADA (Samoa Anti-Doping Authority) in advance, unless there are emergencies or exceptional circumstances. For in-competition substances, apply at least 30 days before your next competition.

  1. Submit your application: Email your completed TUE application and supporting medical evidence to SMADA at smada.cleansport@gmail.com. (Click on "SMADA TUE Form" to download)


Important Notes:

  • A TUE granted by SMADA is not valid internationally unless recognized by the relevant IF or MEO.

  • Preparing a medical file doesn't guarantee a TUE.

  • SMADA has 21 days to process complete applications.

  • TUEs last for varying durations depending on the substance

  • Don't submit TUE applications to multiple organisations.

Retroactive TUEs:

These may be approved for emergencies, exceptional circumstances, planned situations, or athletes who are not International or National-level but are selected for doping control. The same medical information is required as for regular TUEs.
